In California, the law is that a provisional driver cannot drive anyone under the age of 20 without being in violation of the provisional license driving restrictions as set forth in California Vehicle Code section 12814.6, which calls for up to 16 hours of community service or fines up to $146 (including penalty assessments). This does not constitute an unsafe movement, so no points will be assigned against your license. If you have a licensed 25 year old with you then you will not be in violation for driving your teenage friends.
